South Africa’s migrant crisis puts consular protection under scrutiny
As the June 30 anti-migrant deadline approaches, the report compares Ghana’s and Nigeria’s efforts to protect citizens in South Africa.
A campaign deadline, not an official order
Al Jazeera reported that activists, rather than the government, set the June 30 departure deadline. Read its June 9 explainer.
This distinction matters. A political group can generate fear and pressure without having the authority to decide who must leave a country. Confusing its demand with an official order gives that pressure a status it does not have.
Returning home is only part of protection
The Intelligence Report compares Ghana’s and Nigeria’s responses as the deadline approaches. Repatriation means helping people return to their home country. It can provide an exit for someone who wants to leave, but it is not the only measure of a government’s response.
People who remain also need communication and access to help. Some have jobs, businesses, children or family commitments that make a sudden move difficult. Counting departures alone misses those circumstances.
Ghana and Nigeria face different questions
As the June 30 deadline approaches, the episode describes Ghana moving quickly to bring home hundreds of citizens. It also examines debate about Nigeria’s response despite the return of more than 260 Nigerians, according to the report.
The comparison concerns leadership and communication as well as departures. Citizens need to understand what help is available, who can access it and what protection remains for those staying in South Africa.

What a useful comparison should measure
Our analysis is that governments should be assessed on the clarity and reach of their assistance, not simply on who appears most decisive. How are citizens contacted? What support can people access? How are those unable or unwilling to leave represented?
For diaspora families following events from abroad, reliable information about a relative’s options can be more useful than a political exchange between capitals. The accompanying video compares the responses at the time. Our marches analysis covers the wider governance debate.
